‘Taking responsibility’ should mean just that

For the past few years, I have heard one statement over and over that I just cannot make sense of: “I take responsibility for …”

Can someone please give me an understanding of what taking responsibility means when said by anyone in an authoritative capacity? Or in any capacity, for that matter. I must have missed a change in lingo somewhere along the way, because it doesn’t seem to mean what I grew up understanding.

If your answer to the question regarding this statement is religious, street talk, or legalese; whether you answer as a child, someone serving time, a business owner, it doesn’t matter to me. I’d like to be able to understand the robust meaning to this statement because it obviously is not the straight and narrow answer of the past.

What it does appear to be is a forth-coming response to any situation any one person may be involved in, or with. Or does just making that statement, end/solve the problem – without ramifications, consequences, follow through, etc.?

The only thing that hasn’t ended is the statement’s incessant repetition no matter the situation.
