Editor,
To all Salish and Kootenai Members: The People’s Voice is pleased to advise you that the petitions for the referendum vote for the balance of the settlement funds are now in enrollment for certification. Upon completion of the certification, it will be up to the Tribal Council as to whether or not to conduct a referendum vote, asking you to vote either for or against the balance of the settlement. Sharon Rosenbaum, Elden Smith and Jeri Roullier hope to meet with Tribal Chairman Joe Durglo this coming Monday, Dec. 17. Stay tuned.
On another note, we are working diligently with a former council member who has had experience in submitting amendments to change the Constitution. Our proposed amendment is to provide for a recall provision, wherein the tribal membership shall have the power to recall a council member for any infractions listed in the proposed amendment. You will see the proposed amendment when we come to your district. Right now, only the Tribal Council can remove one of their own. This is a very exact process, and since it will go up through the Bureau of Indian Affairs and to the Secretary of Interior for approval, the petition form must be very precise, and the petitions must be completed properly. The secretary will conduct a “secretarial election” within all eight voting districts. We hope to go out to each district and obtain signatures from the eligible voters during one full day. You will be apprised of the date, time, and place in the very future. We are looking at the first or second week of January 2013. Two volunteers from The People’s Voice will be meeting with you, in your district, very soon. We hope to give you advance notice through the Char-Koosta News, and Mission Valley papers. We will give you every advance notice that we can, including flyers that will be put up in your community. We hope to update you weekly through the various medias.
