Crash fee will increase area insurance costs

Our rural fire board thinking heads have decided they can increase their wealth by imposing a crash fee. The theory seems to be the insurance companies will pay for those insured and while notices to pay will be sent to those without insurance coverage, in the end there will be no negative credit reporting or harassment if the bill is not paid.

Do they believe if they only bill out-of-towners word won’t get around and they won’t impact the travel and tourist activity many local businesses rely upon?

Do they not know it will quickly become published information, you don’t have to pay if billed, and they will then have to resort to negative credit reporting and bill collection policies or look even more inept? 

And do they believe, unlike real life insurance industry practices, if they cause such costs to increase in the 59860 zip code, it won’t be everyone who gets insurance in this area paying for increased costs, accident or not?

I know they seem to work in a vacuum, but do they know they don’t really live in one?
