I have worked with Walter Schock for more than 20 years. Most of that time he has been the chairman of the Flathead Joint Board of Control, and I have been its only lawyer. For the information of irrigators voting in the upcoming Mission Irrigation District election, I am happy to say that Walt has been, in my opinion, a great commissioner and chairman and a strong, constant advocate for irrigators.
The FJBC now, as irrigators know, is in a very historic time, as it has concluded negotiations on a water use agreement for the project with the tribes and the U.S. Walt’s leadership during these long and detailed negotiations has been consistent and firm. Without his strong and consistent support, the draft water use agreement that was released for public comment last May could not have been improved in the favor of irrigators, as it has been. After listening to irrigator comments over the summer, Walt insisted we had to negotiate a better deal for irrigators, and I believe we did. Is it perfect? Did irrigators get all they might have wanted? No. That is the nature of compromise. But it is good, I think, adequate. And the water use agreement as it stands now is due to Walt’s leadership.
