Council promised to uphold tribal constitution

Each member of the Tribal Council elected or appointed hereunder, shall take an oath of office prior to assuming duties, by which oath, he shall pledge himself to support and defend the Constitution of the United States and this, Constitution and Bylaws. “I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, to carry out faithfully and impartially, the duties of my office to the best of my ability; to co-operate, promote, and protect the best interests of my tribe, in accordance with this constitution and bylaws.”
This appears to indicate that the council must follow the CSKT Constitutional mandates. Under these guidelines it seems the council’s duties as custodians of tribal assets should be to promote the financial stability of the membership. When protecting the best
interests of the tribal membership, the council should strongly base their financial decisions on the input of the membership and their economic hardships. Example: The current issue of the Salazar settlement payout.
