At the April meeting of the Interim Education and Local Government committee, electronic records management was a key topic. We are looking at a committee bill for the next legislative session to revise and reorganize Montana’s open records laws. Technology has advanced quickly and the storage, utilization and ability for people to access records have changed drastically. There has been significant feedback from state and local government record managers. The main area of concern was confusion over records management process. Another area of concern was that most definitions are obsolete.
A school funding review is mandated by state law every 10 years. The requirement is to reassess the educational needs and costs related to the basic system of free quality public elementary and secondary education in Montana. We requested a committee bill of form that Interim Committee.
The committee is also working on shared policy goals for education. These would transcend from kindergarten through the university system. The advancement of interagency cooperation between all parties involved for higher quality educational policy making is our goal. This would involve understanding and planning all through the K-20 system.
We received an update from the Dual Enrollment Task Force. Montana is seeking to expand opportunities for dual enrollment credits for high school students to receive both high school and college credits for the same class. This would allow a student when entering the university system to already have some collage credits. This hopefully would make college quicker and less expensive. Local school boards have been proponents of this program for many years. Several colleges and universities have partnered with some local high schools. We are hoping to make this program more prevalent in Montana thus giving more students a jumpstart into higher education.
