Bids for data analysis

    The Confederated Salish and Kootenai Tribes (Tribes) Natural Resource Department (NRD) is requesting bids for consulting services to perform data analysis (including quality assurance/quality control), report writing, sample collection, and public education for select NRD programs.
    The contractor must currently hold a minimum of a Master's Degree in Biology, or related field, with an emphasis on aquatic ecology and a minimum of 15 years' experience in aquatic research, data analysis, data collection, and report development. These skills will be utilized by the Tribes and the Environmental Protection Agency (EPA) to successfully execute a wide variety of projects. Specifically, the contractor needs to have experience collecting surface water, groundwater, and pesticides samples and evaluate sample results; have familiarity with wetland delineation and classification similar to Montana Wetland rapid Assessment Method; and be experienced in writing National Environmental Policy Act (NEPA) documents including Categorical Exclusions, Environmental Assessments and Environmental Impact Statements. All NEPA experience must be similar in scope and rigor to those produced by Federal agencies such as the Department of Interior. The successful contractor requires experience in preparing and evaluating EPA program Quality Assurance Project Plans and EPA CWA Section 401 National Pollution Discharge Elimination System permits.The successful contractor must also have experience delivering public presentations as well as meeting facilitation. Since some activities will require developing and making presentations to school age children, a teaching degree or equivalent certification is preferred.
    The contract for consultant services will begin after the awarding of the successful bid and the contract will expire December 30, 2020. All work will be performed on or near the Flathead Indian Reservation. The successful candidate must possess or be able to obtain a Montana Driver’s License.
    INDIAN PREFERENCE REQUIREMENTS
    This is an Indian preference bid and those who wish to receive Indian Preference must obtain certification by the Indian Preference Office as a legitimate Indian owned business prior to the submission of bids. Proof of Indian Preference Certification must be included with your bid in the form of a copy of the certificate issued by the CSKT Indian Preference Office. Be advised that evidence of your membership or affiliation with a tribe does not constitute Indian Preference Certification. The selection of the successful contractor and award of this project will be per the provision of the CSKT Indian Preference Ordinance 101A. It is the sole responsibility of the bidder to obtain and provide proof of Indian Preference Certification from the Indian Preference Office.

A minimum of 3 years of experience in implementing federal regulations and program policy. 4 OR more years of computer operations. At least 2 years of data entry and accounting principles.     The successful applicant must possess less than a high school education; or up to one month related experience or training, or equivalent combination of education and experience. Individual must pass a background check and be fingerprinted. As such, there can be no violent offenses nor offenses that are such that it interferes with the preparation, participation of the public and delivery of meals. If offenses are such that they discourage elders from coming to the Center, the individual will not be retained. It is noted that the "fingerprinting" does take time and often the cook begins work prior to the fingerprinting results being received. If the final results are derogatory, or will have a negative impact on the program, the contract for service will be terminated. A current driver's license and insurance. Current CPR and First Aid or the ability to obtain credential when training is provided. Must keep current on an annual basis. Must successfully complete defensive driving on-line course upon hire and every three years thereafter.
